Tamkeen (the Labour Fund) aims to make Bahrain the 'training hub' of the Middle East.

In a speech launching the organisation's partnership with Specialist Management Resources (SMR), a leading organisation in the business of HR related services in Malaysia, where it is recognised for its contribution and achievements in the field of HR development and has won many prestigious awards, Tamkeen's chief executive Abdulellah Al Qassimi told the audience that people will be the most sought after resource of the future.

He said: "In a world that is recovering its breath from one of the worst economic crises of our times, it is more important than ever that we focus on strengthening our human resources with the right training and opportunities to develop, grow and succeed with us.

"Because ladies and gentlemen, make no mistake, the most intense competition in global business in the months and years ahead will not be for capital or advanced technology or market share. It will be for talent, and the greatest rewards will go to companies assembling the best array of human skills."

He added that Tamkeen is at the vanguard of the winds of change in the Kingdom of Bahrain where the leadership and government have drawn up an ambitious Vision 2030 blueprint for the future which seeks to open new doors of opportunity for Bahrainis.

As part of this Vision 2030 action plan, Tamkeen is the co-ordinator of a network of initiatives which are bound into the Labour Market Reforms project initiated by the Bahraini government.

Tamkeen plans and implements the different layers of the process through economic reform such as initiating venture capital enterprises and entrepreneur loan schemes, training reform through a raft of training agreements in areas as varied as healthcare to accounting to aeronautics and the commissioning of surveys and data collection to inform the process of change-management.

Mr Al Qassimi added: "What makes Tamkeen different is that, in working in uncharted territory and seeking to build a legacy of prosperity for the people of Bahrain, we have been given exceptional independence by the government and this helps us to address issues creatively and at the same time with a clear awareness of accountability.

"Since the Tamkeen methodology calls for co-operative team effort from all stakeholders, we work very closely with training organisations to ensure the best result and it will be the same with the SMR Group also."

And he told the representatives from SMR: "Our goals at Tamkeen are in accord with your aims and I am sure we can achieve together ... to make Bahrain, the training hub of the Middle East."
